It really is difficult, you have to be in the right place at the right time, and if you are not, tough. You can start by dong activities and enjoying them with or without friends, and then someone may pop up. How about drama church or sport?

I have no idea - All I have found out, the older you get the harder it is. Can't remember the last time I made a new friend outside of work. And the ones I've got a growing more distant as they get on with their lives.

Smile at everyone.....say hi to some...if they say hi back...keep smiling.
In a day or two....say Hi Neighbor....as everyone in your county or anywhere is your neighbor.
See if anyone speaks back to you....join a church....start to socialize slowly....see if there are any groups to join.
Try different churches....maybe they have groups doing things you like to do.
Get a hobby or two.....it helps to share what you like to do.
