When people use ... after a phrase, I know what it means, but I forget what it's called. What is it?

ellipsis ... or ellipses (plural)

It is used to show that you have left out part of the quote, that some of it is missing. This punctuation mark is called an ellipsis, suspension point, points of ellipsis, periods of ellipsis, or colloquially, dot-dot-dot.

An ellipsis is sometimes used to indicate a pause in speech, an unfinished thought or, at the end of a sentence, a trailing off into silence. Though not technically correct, ellipses are often used in this manner for internet chat, email, and forum posts.
