The tines of a fork, two knives, or if you have a lot pulse it in a food processor. You can also use your clean, dry hands, but as the warmth of your hands will heat and melt the butter this is maybe best left to the experienced baker who can work very quickly.

Just use two dinner knives and cut the fat into your flour. It will seem impossible at first, but just keep cutting through until it looks like a very coarse meal.
You could also do this in a food processor if you have one,
Use very cold fat whatever method you use.
