A friend wants to return to Africa. He has no money and is here illegally.

Tell him to go to the nearest embassy or consulate of his native country, they will help him provided he still has the documentation from his native country.
Otherwise tell him to go the nearest ICE office and they will help him.

Tell him to turn his self in. He cant just go and board a plane.. Or he should find his way back to Africa illegally.. Good luck with that though..

Tell your friend to turn himself in to the nearest immigration office. Removal proceedings are initiated by the issuance of an I-862, Notice to Appear.
