You will run a software timer in your program which will keep opening file after 10 minutes. But, writing a timer enabled code can be a bit tricky for you. I assumed this from the naivety of your question.

A very simple way to do it in Windows is to use Task Scheduler. Go to Start->Programs->Accessories and look for Task Scheduler. Adjust the appropriate settings and you will be good to go.

yes , sheduling a task using windows shedular is easiest of all..but if u have programming skills , u can write a simple program to get computer clock and run the application accordingly ......
