The best program i can recommend is Adobe Premiere which can not only convert it to AVI but also you can add special effects and transitions.
But if you are going for a basic conversion, you can do it from Nero Burning ROM.

A good one is RiverPast video cleaner pro, but if you are looking for free then try http://www.snapfiles.com/get/flaskmpeg.html you might have to download a plug-in for wmv to avi...I cannot remember as it has been a long time since I installed it on my PC.
