Seeing that religion is a man made construct, I'll have to go with the human. However, if you consider the word dangerous as being anything that can bring harm to a human, then the focus shifts back to religion. Religion, if it is not curtailed soon, may be the end of mankind

Human is, Religion is to let us not loss our track from getting lost in this world or going the wrong directions.
Religion can bring us a step nearer to heaven and enlightened. But there are alot of people creating alot of self proclaim ways of their belief, some even force you to join their religion and some gone the wrong directions such as cults.
Religion starts from a hand of a human and those followers who so claim that they are so religious or holy spoils the teachings.
Every religion is good, but it only have to depend on the person who is practicing it or some even the one who is teaching it

You answered your own questions. "Who". A relationship with God is not dangerous, different religions made up from humans are dangerous becuase they cause people to fall away from the One True God. Religion is made from humans, to have thier own variation of faith to make them happy. The bible is the Truth, the Word of God, Jesus is the only way to salvation. No one is good, we are all sinners. Peopl cannot accept that they aren't as good as they think they are, so they make up new religions to fit them and make them comfortable and make life fair. Life isn't supposed to be fair, and we are not here to be "good people and live a good life". We have a purpose bigger then what we could ever imagine, and it will be out of our comfort zone.

I going to spin the question a bit. The most dangerous thing in the world is a human who has abandoned all critical thought and surrendered to an ideology without question.

Humans of course.
A human can use rationalization to commit any number of atrocities and feel good about it. It just happens to be religion is used the most because almost all of those ideologies are easily perverted to mean whatever you want them to.

Religion! Any human can preach any religion and spin the lies and deception to lead the followers into sinning. Examples: Ted Haggard, Jim Bakker, Jimmy Swaggart. Fundamental Christians and Muslim clerics.

Humans are dangerous because they are sinful, not faithful to the truth and overall can be trusted to do whatever feels good to themselves.
God is dangerous because he is almighty and willing and able to punish all who go against him and do not do what is right.
