If she doesn't play with the toys, then take them away and donate them to a shelter or needy family. If she doesn't want the toys another child should get the pleasure of having them. When she spits, she needs to be told right away that spitting is nasty and inappropriate. Camels spit, not little girls. Everytime she does it, she needs to be told. Give her one warning about the spitting. Afterwards, any time that she spits, put her in timeout (1 minute for each year of age, i.e. 5 minute for 5 year old,etc.).

Another thing that needs to happen is that you have to make her understand that she is not the boss. Do not give into her demands unless it is something you want her to have or do. The longer she gets away with her behavior, the longer it will take to break her of her inappropriate behavior. When she does accept someone saying no to her without spitting, inform her immediately that she handled the situation is a big girl way by not spitting. This works with my 2 year old. I have gotten him to stop spitting by telling him when he does something right and giving him lots of kisses when he does something the correct way, than by telling him he is wrong.

All little sisters are brats, it's the nature of the beast... I am a little sister and I have a little sister I was a brat she was a brat at least in the eyes of our older sister...

You are an older sister not a parent, it is your parents responsibility to teach your sister a socially acceptable way to behave... Until your parents are willing and ready to step up there is only one thing you can do to change her behavior, you can change your behavior when interacting with her... When she is acting appropriately give her praise spend a little sister time with her show her that you appreciate when she acts appropriately... When she acts inappropriately remove yourself, don't scold or yell walk away turn your back show her that you will not interact with her when she is acting out... Most little sisters secretly idolize thier older sister they want the older sisters attention by giving your sister that attention only in conjunction wtith appropriate behavior and ignoring the inappropriate behavior and thus your sister at those times she will come around.... She will begin acting more appropriately to get the attention from you she wants...

It's called positive reinforcement... Reinforce good things happen when you are good and ignore the bad...

Why do you supply her $10 each time you gets a commission. The bribe isn't working, so stop! that's hormones yet that's no longer your problem the discipline of a 12 year previous falls on the mom and dad no longer a sibling. supply her the chilly shoulder, make statements that her behaviour is predicable, so universal pre teen, and boring. Say no longer something greater, do no longer respond to her rudeness. shrink off the $10 each and every paycheck.

Yes stop buyin her things and stop paying so much attention to her... her parents need to punish her for doing bad and praise her for doing good.... when she does something good buy her something when she does something bad take something away she loves and tell her until she straightens up she cant have it..... try spend some time with her maybe she is lashing out because she wants attention... either way i hope some of this helps

It's not YOUR job to get her "under control". I'll bet you were exactly like her when you were her age, you just prefer not to remember those days.
