There is no laws in this area. Yes ID Theft is an issue that is why you are supposed to shred your personal information before placing it into the trash. Once it is curbside or in the dumpster, its open game.

I do not think there are any laws on dumpster diving, once the item is put into the garbage it belongs to no one.
