My man is doing this to me right now! We r supposed to get married! Something is up/wrong..I m so upset he is refusing my calls I do not know what i could have done!
So YOU should tell the person who is calling you that u r NOT interested in talking to them. At least give them the courtesy of telling them a REASON.Then if they continue to call don't worry..but it is obvious they think u r interested in them.

yes you can and you can use caller id to help you do that.I think that that is ok because you dont like that person but when they start to ignore u and you statrt to like them don't think that they will come back!!!!!!!!!!
