If you mean you can't make phones after a call.
It is the person who rings who needs to put their phone down or disconnect.
If you answer the phone, and wish to go to another phone to talk to the person who rang. You can put you phone down, disconnect, and pick up another phone on the same line. You will still be connected if the ringer never put their phone down.
If ringer doesn't put their phone down after the call, the person they rang will be unable to ring from their own phone for about 10 minutes.

If I `phone you and the line is `down` or bad,I phone the `phone company and report your phone as not working.
