what's the best way-program to open thumbnails to full size with out losing clarity?

A thumbnail is supposed to be a representation of a larger file. If you're opening the large file that it represents, any image editor will work. If it's just the thumbnail, there's nothing you can do about the clarity. It will always appear pixelated when you enlarge.
