theres this guy at my school who's like the "popular" one. And im like the "regular". during P.E., he sometimes comes and touches my arm and stands real close to me. but everytime he touches me, i get away from him. like i take a step back. but i sort of do like him. how do i let him know that i like him????

It sounds like he has an interest in you , touch his arm and stand close before he has a chance and wait for a reaction.

The first thing is try not to pull away from him. Instead
just reach over and touch him on his upper arm, or shoulder. Also look at him and smile while you do it.

Give him your number with call me written on it! And see if he does... Maybe in P.E class hand it to him when he brushes up against your arm ;)

One of the best ways....if you see him looking at you smile back.
Simple as that. That tells him you are okay if he comes talk with you.
