This is for a wine and cheese basket I'm making as a Christmas gift if that helps any.

There are thousands and thousands in that category! Some are great, some overpriced.

Suggestion No. 1: go to a store that has a good selection. It should also have some wine magazines that rate and evaluate wines. (In my judgement "Decanter" Magazine is the best, and in its May, 2006, issue it had an article that listed its tasters' group opinion of what are the world's 50 best red wines for the money). Choose one from the listings you read that the store sells.

(NOTE: Assuming by your budget being in dollars you are living in the US or Canada: the current issue of "Consumer Reports" in both countries happens to have an article of recommendations of wines for holiday gift-giving).

Suggestion No. 2: most major newspapers have weekly wine columns. Read a few and make a list then go to a store. (One suggestion: In the city I am writing from, which is known for gastronomy and is in a big wine drinking, though not a wine growing, culture, one newspaper's wine writer just wrote that in his opinion the world's best red wine value is Concha y Toro Casillero del Diablo Cabernet Sauvignon. Problem: it costs much less than $20.00, in either American or Canadian dollars).

Hi.

I don't know if this is any help, but here goes. $20 to $40 is about £12 to £22 ish so you could get a very decent wine over here for that price (Puilly Fusse, I know, I know, completely the wrong spelling)--most people would pay about $10-$15 for their party plonk and still get a fair good wine. I like a nice French wine called Foret Hillaire and another, Dauphin. Any of the Australian or New Zealand wines are very nice: Jacob's Creek, Napier..

What about a nice Californian red? There are some luscious Italian Chiantis available at the moment. I haven't tried any of the South American wines this year: Argentina, Chile etc. The Bulgarian, Hungarian wines can be a bit variable at times.

I think then, I would recommend a Chianti or (if they are available round your way) an Australian red.

I am really hot on a red wine called Shiraz and my favorite is Woop Woop Shiraz from Australia. It is moderately priced and is just awesome!

There are plenty of those. A lovely Pinot Noir by Fetzer is good.
