You could try wwww.priceline.com. There you can tell them the price you are willing to pay, and if you're lucky, you'll get it. The only thing I don't like about them is, that you can't pick what time of the day you're flying, or which airline you go with.

Try to talking to a travel agency which uses consolidator books.

try local agents.. but one thing you have to keep in mind.. it is always better to buy them early..
