I have 2 cockatiels here. If you want to convince your mom to let you have some species of parrot or cockatiel, stick with green cheek conures or cockatiels. Budgies and lovebirds can make good pets. 2 can be in one cage if the cage is big enough, they are the same species, and they get along well.
Any bigger species is going to get louder and be messier. Plus you do not want a large bird if you have neighbors within a mile- or you will get noise complaints.
I would highly suggest the species I listed above. They are relatively quiet and good start birds. They also are usually under $100. Note that whatever you spend on the bird, you will spend at least that buying a cage, toys to keep them happy, and various sized perches.

SUN CONURES ! they are the best! They will bond with you and always try to be with you. They will make you laugh!But if your mom or whoever u need permission from doesnt want a noisy bird then i would get a budgy ( even though i dont think they are parrots) or a cocatiel , but absolutely my number one chioce would be a sun conure, do some research first tho , and good luck , birds are the best!

You sounds fairly young, and since you're having to get permission from your mom, I'm assuming you're not 18. So heres what I would do...Start small! I'm 23 and have lived on my own since I was 18...I researched lovebirds for almost a year before I got one! Simply because I didn't want to be surprised by any expenses or behavior problems I wasn't expecting!
I could tell you what breeds make great pets, however I think its more important that you know about the costs of them, rather than their personalities first. Secondly I wouldn't recommend two in one cage only cause most will bond with eachother and not with you!
a Macaw: The cost of the bird alone is around $1000 give or take depending on the species. Then comes the cage which will cost around $500 for a decent one, then groceries fresh produce since this is their primary diet will cost around $100 bucks a month, plus toys, and macaws destroy huge toys!, so probly another $100 bucks a month in toys. So just to get you by for one month with a Macaw will almost set you or whoever back almost $2000 They are loud, but very fun birds, I adore them! They are smart also, but they are just like raising a child, as most birds are. They aren't a cat that you can just give food to and occasionally see walkin around the house. The bigger the bird the more time you have to devote to it to not only keep it tame, but keep it from plucking itself bald and screaming its head off for attention! For a Macaw you would need AT LEAST 3 hours of direct play time, not to mention a good couple hours just playing outside its cage doing whatever...this would be the BARE MINIMUM!
Smaller parrots like an Amazon or an African Grey: They will cost slightly less than a Macaw $500-$900, but the cage would be about $300-400, but the toys and groceries would be about the same! Greys can be very tempermental and have emotional issues, its just the species, and if they aren't paid much attention they will pluck themselves, scream, and basically drive you nuts! Amazons canbe very fun and talkative, but they usually only bond to one person which can be good, but no one else would be able to handle them in the house, and thats not cool.
Conures: I have a Sun Conure and he is absolutely gorgeous, He's playful, and will go to anyone and let them hold him and play with him, whatever, BUT he is VERY loud, I mean ear piercing. To give you an idea I live in an apartment, and I can hear him screaming in the parking lot IN MY CAR with the windows rolled up, that kind of loud, I'm not exaggerating! They don't make very good family birds because they tend to bond with one person and don't tend to like short people like kids! They are a very head strong stubborn bird and I would not recommend them for a first time bird owner. But there are Green Cheek conures, and I think they're super sweet..they're much smaller than a Sun Conure, and don't make nearly the noise, are very smart, and cuddly. I think something of this size would be more appropriate for someone just starting to get into birds. They are cheaper to keep, you would only need about a $100 cage, the birds are only about $150, and wouldn't cost more than maybe $30 bucks a month to feed. There are several different mutations in color of the Greencheeks, so you can pick the color you like!
Another bird thats about the size of a Sun Conure is a Senegal. I just bought one about a month ago, and she's 2 years old, so she was already really tame! This girl is VERY docile and calm, hardly makes any noise, in fact I had her for about 2 weeks before my roommate even knew there was another bird in my room! They aren't as stunning looking as a Sun Conure, but they are VERY smart. Mine doesn't say any human words yet, but she can purr like a cat, has 2 different telephone rings, she has this evil ah ah ah laugh thats adorable, she has about 5 different whistles she does, and gives kisses with a kissing noise! She wouldbe my best recommendation, or maybe somethin in that species, I also hear that Meyer's parrots are very fun too, same size as a Senegal, the difference in personality is that Senegals like to be loved, and Meyer's prefer to give love! The cage wold cost a bit more around $200 and the bird itself cost me $300, but she was well worth it!
I also have 2 lovebirds, and they're a lot of fun, and also a good first time bird, but if you're looking for a lot more interaction from a bird, not only are you going to pay dearly for it out of your pocket, but you need to have more time for them! I spend about an hour with my lovebirds, but my other 2 I spend about 3 hours a day each with, and they spend about 8 hours out of their cage each day! Lovebirds are cheaper to keep about the same amount as for a Greencheek, but lovies only cost around $50.
