Unfortunately, there are always tradeoffs when you are looking for a credit card. I take it from your question that perhaps your credit is not so good. There are four types of cards that are available to those with poor credit.
1. Secured credit cards - probably the best type of card to get because
1. They have low annual fees
2. Most do not have processing fee
3. Most report to 3 major credit bureaus
But they will check your credit!!
2. Unsecured credit card for people with bad credit.
You can also apply for an unsecured credit card. There many subprime credti cards around. However, they will check your credit and most likely, you have to pay a processing fee.
3. Prepaid Credit Cards
You can also get a prepaid visa or mastercard. There are no credit checks. The reason is they are not giving you credit. (It's like a debit card). However, most charge a processing fee, some very low and some very high. Furthermore, you do not build a credit history with most prepaid cards.
4. Catalog Cards
The most common are the ones from USA Credit. There are no credit checks, but you have to pay a processing fee. Furthermore, you can only shop at usashoppingclub.com and not use the card anywhere else. Having said that, they report to one credit bureau (not stated which one) and it helps you rebuild your credit.
Best bet for you is to get a low cost secured credit card that reports to the 3 credit bureaus and not get hung up over the credit checks and processing fee criteria that you have set for yourself.

There is no way to get a credit card without a credit check. Credit Card. Credit check. There is a reason why the word credit is in both phrases. No lender is just going to give you a line of credit no matter how big/small it might be with blind faith. They are going to run a credit check on you to see if you are good for it, so to speak. If you are just browsing the different cards out there before applying for one, ie: Capital One, Discover, American Express. You should be able to just go to their websites and take a look at the different cards they offer. I would try capital one. They offer credit cards for people with all types of different credit, good or bad. Some of the cards you will need to pay a small fee for though.

None, there are cards that don't check credit, but they do charge the fees. Most card companies figure if you don't want them to pull a credit check, you're probably not worthy of having credit. One of the comapnies that will give you a card without credit check but with fees follows.
