Kennedy refused to get involved in Cuba but the invasion went ahead anyway and the troops on the ground were told that they were going to get air support that never came and they were slaughtered on the ground. The whole thing was a plot to get the country away from Castro and put the mob back in power.Kennedy's father Josephs had ties with the mob and they influenced his election into the presidencies and when he refused to help many believe that the mob hired Lee Harvey Oswald to do a hit on the president. Oswald was led to believe it was to help with the Cubans and their plight but he was silenced by Jack Ruby before the truth was known! Ruby also had close ties with the mob! I don't think this is what you are looking for but it also applies!

well Ri you got me. I never heard of a president who refused to go to war because he was not guaranteed a win. I never knew ANYONE who guaranteed a win in a war. I know the two I was in we sure did not win. I wish we had then maybe we would not be in this one.

Kennedy. He started a war that was completely unnecessary. Eisenhower (president before him) did not let the Soviets know that we had a bigger arsenal than them, He did not let them know that we had plotted out every single square inch of Soviet land with U2 planes. And when Kennedy came into power, he opend his loud mouth and let it all out.
The soviets thus started a weapons buildup and the arms race began. Luckily he was shot and all this was forgotten and now he is rememberd as a "good" president.
