That is up to the coach.
Go and ask him.
You are eligible.
But he may not have the time and resources to place you.
Be very polite and tell him you really want to try it.

Go up and talk to the coach when he/she isn't busy. See if the coach has some open periods during the day available for private conferences. Tell the coach what events you are interested in participating in, and ask if it's possible for you to join the team now. If you are talented/motivated the coach is sure to let you on. That is, unless there's some special rule at your school about signing up before the season starts.

If you have a good reason why you couldn't join at the time like being on another sports team, I don't see why the coach won't allow you to join. The team really hasn't been made up yet, they are in basic training and if the coach allows you can be on the team if you are in condition and ready to show your commitment and train hard, hey you may be really good too and make a difference on the team but don't show off and be a slacker or else those who was there from the beginning will resent you

Talk to the coach, then train really really hard. You're probably 3 weeks behind, which makes a big difference. I reccomend running in the morning and then running at practice to catch up. But even if you only run once a day, just do it well and you should be fine.
