There are child locks and channel locks available in present day TV's. If you want to know how they work, it is like this. There are resonant circuits for each freqency in the band width of the TV. You add up or subtract either the resistance or the capacitiance of the rc tuned circuit. Adding up to block and subtracting to activate the channel.

If you are talking about off-air reception of TV signals, there are devices that are called band-stop filters. These filters can block a given TV channel and let the rest pass through. They are installed in the cable from the antenna to the TV set. I think you can get them at Radio Shack or through their catalog.
If you are talking about satellite or cable TV, then use the parental controls.

You should go to menu then you should see something that says parental control. Hit it . Then you will be able to block channels.
