Typically it is poor heart function. When the heart isn't acting as an effective pump for circulation, fluid backs up and enters the lungs...called congestive heart failure or CHF.

Pneumonia is one of the most common but it can also be caused by lying down too long. Someone who is sick and unable to get up will usually have this problem. Congestion and a number of things can cause fluid on the lungs. It can be very serious and should be treated by a doctor.
