If you live in Europe you won't be eligible for green cards until 2010. The states isn't accepting europeans until then because they have accepted over 15,000 from these countries in the last 5 years.

I know this because i've applied myself and was sent a letter explaining the situation.

Unless you go on holiday there and happen to fall in love and marry an american on american soil you'll have to wait a couple of years before immigration will even look at you.

You didn't say which country you are currently in.

If you are already in the states, lawfully, stay there for 5 years and apply for your Green Card.
If you are working, and self sufficient in the US, then apply now, but you will be better off hiring an immigration lawyer to do it for you. Costs a lot of money, but if its worth it, you'll pay.

You don't say what your situation is, that is a big factor as to whether you will get it. I would definitly hire a lawyer, although it is a bit costly, their knowledge and experience will help you fill in things that you didn't know existed. Good Luck!
