i am a diabetic and been cautioned by my endocrinologist to avoid too much sun exposure, not use a tanning bed/booth for longer than 6-8 minutes, and never to use a heating pad. the reason for these restrictions is that, because of the diabetes, i have tingling and numbness (neuopathy) in my finger/tips on a steady basis.
should i burn myself, i'd be less apt to feel the burn as quickly as someone who doesn't have diabetes. Also, any wound or sore created by the sunburn would take a longer period of time to heal.

Diabetics may use heating pads with 1 caution. Some diabetics have nerve damage and lose their sensation. If a heating pad was used over an area which is numb - and if the heat was too high or left on too long - the person might suffer a burn since they do not have sensation in that area. If a diabetic exercises a little common sense and is cautious they should be able to use a heating pad even if they have nerve damage.

I have never heard of this not being able to use a heating pad. I also have diabetic neuropathy and it help me with the pain. I guess it helps some and some people it don't. I also use it for my arthritis. Now one is not to go to sleep with it or leave it on them for long periods of time but a heating pad is very useful.

That is a general recommendation as a lot of times diabetics lose feeling in their nerve endings and can get burned very easy. Any injury or sore a diabetic gets take much longer too heal.

diabetics will sometimes have peripheral neuropathy, which means they may not feel how hot the pad really is and they may injure themselves. Thats why alot of diabetics have silent heart attacks because they dont feel the pain and their feet often have ulcers they may not be aware of and thats why they need to check their feet often

just to add to the above answer, diabetics can loose sensation in their extremeties due to impared glucose transfer in those cells. since their sensation is altered, they may not be able to tell when their feet or hand are hot, and that can lead to burns.
