Yes they are a complete source-
Good question as well as you probably know many other things are not complete in a vegetarians diet.
The milk is also complete just like tofu solid as you are not breaking down the product.

20 amino acids go to make up all human proteins. Of these, the adult needs a dietary supply of 8, the growing child 9 or 10 Our cells can synthesize the others, and from them the necessary proteins. All animal foods, eggs, meat ,milk are complete proteins sources because all animals have the same basic biochemical machinery. Plants are organized in a very different way, however, and so plant proteins are generally incomplete. There are some exceptions to this rule. Wheat germ and soybean proteins are nearly complete. Plant proteins are often complementary: that is the deficiencies of one food are counterbalance by the strengths of another. If you are really interested in it get the book "on food and cooking" by Harold McGee it helps alot.

"Complete" and "incomplete" proteins are a myth. Even the individual who came up with the concept (Frances Moore Lappe) says so. What the body requires is amino acids. The majority of these are produced by the body by recycling old tissues. Of the ones which must come from dietary sources, all are present in plant foods. All natural foods (fruits, vegetables, nuts, seeds) contain amino acids. It is virtually impossible, if you consume enough calories, not to get enough protein. Protein deficiency is incredibly rare, and generally only seen in countries struck by famine.
