Yes. HIV is transmitted in any liquid from the body. Saliva, sweat blood, urine, etc. Virtually, for a person infected with HIV, his entire body is contaminated with the deadly virus. Every single cell of their body is infected. I mean everything. But it depends if neither of you have the virus; it could be you or it could be her. Anyway, it doesn't matter, its done right? Even if you have the virus, you can't determine any of the symptoms. You might think your girlfriend is healthy, but actually she could have carried the viruse for 5 years or more. Better test your blood in the next few weeks.

Only if the person performing the act has HIV and he/she has open sores in their mouth and they bite your penis to the point it develops open sores and body fluids are exchanged.

Maybe i am wrong. Please check with your doctor. Because whether or not I am right is it really worth risking your life over.
If you would not ever have sex with person for fear of getting hiv then you dont need to have ANY sexual contact with them at all. period. it is not worth the gamble.
