Probably not! You will be surprised at the amount of men who masturbate but don't actually "look" at their penis. If they did they would notice small spots, bumps and blemishes all over!
More men should examine themselves and especially their scrotum for signs of change and abnormalities.
If you have practised safe sex, don't worry. If not, go to the docs for a quick check, but it doesn't sound too ominous!

Genital warts (or condyloma, or condylomata acuminata) is a highly contagious sexually transmitted infection. Caused by some variants of the Human papillomavirus, typically HPV 6 and HPV 11, it is spread during oral, genital, or anal sex with an infected partner. Genital warts (condylomata acuminata or venereal warts) are the most easily recognized sign of genital HPV infection. Of the multiple strains of genital HPV, strains 6, 11, 30, 42, 43, 44, 45, 51, 52, and 54 can cause genital warts (Gearhart et al, 2004). Most people who acquire those strains never develop warts or any other symptoms. HPV is also responsible for over 90% of all cases of cervical cancer.
Genital warts often occur in clusters and can be very tiny or can spread into large masses in the genital or anal area. In women the warts occur on the outside and inside of the vagina, on the opening (cervix) to the womb (uterus), or around the anus. While genital warts are approximately as prevalent in men, the symptoms of the disease may be less obvious. When present, they usually are seen on the tip of the penis. They also may be found on the shaft of the penis, on the scrotum, or around the anus. Rarely, genital warts also can develop in the mouth or throat of a person who has had oral sex with an infected person.
Only a doctor can tell you what you have.
And That's My Best Answer! Good luck!

Genital warts are most commonly found at the base of the penis. If the "spots" are on the shaft this is most likely not genital warts but could be herpes. Just go to the doc and do not have sex until you get this cleared up. Just try not to feel ashamed as this happens to the most innocent people. It only takes once to contract an std. The important thing is to get tested and treated.

It all depends on what the small spots look like? If they are kinda white cauliflower looking, than it could be genital warts. If there red sores could be herpes. Or it could just be ingrown hairs. Just go to your doctor or near by sexual health clinic and get it looked at. And keep in mind that if its genital warts the virus stays in you, so make sure you have protected sex and keep everyone safe.

i heard that guys can get little skin coloured bumps near the shaft any ways and its nothing 2 worry about but if its more like a blister it may b herpies and if 1 spot is made up of a cluster kinda like a collyflour it may b warts. u should get a check up 2 b on the safe side and let the people u have been intimate with in teh last few weeks know so they get it checked and cleared so they dont pass it back 2 u or on to others. all the best! x

Well if your asking this question it probably means you have had unprotected sex so i would say that is a good chance of it being genital warts. Go get treated but, of course there is no real cure and if you have it or even think you do don't do this to someone else.

They freeze them off which doesn't hurt and sometimes give you a cream to put on named Aldara. Sometimes they give blue liquid to put on them. You will not pass it back and fore as you have it for life. You may or may not get warts reappearing.

Are they spots or bumps? If they are little bumps in clusters they are most likey warts. If they are they will not go away until you have them frozen off or more and more will keep showing up.
