There is an Occupational Tax deducted, once a year, out of your wages , for working. It use to be 10.00 dollars, now it is 52.00. They do not charge this in rural areas in the state of Pennsylvania. Only in Metropolitan area's in the state. Are there any other States that do this? Or a similarity of some sort, for working a job? I'm curious.

This tax is not an occupational privilege tax, it's an Emergency Municipal Services Tax. Check out the link for more information:

a little research would suggest that this tax is something like a business license use to fund the activities of the city that is collecting it. It seems to be true that these type of taxes are only found in larger cities.

I'm in a rural area of sw PA, and the tax is $10 here.

This is the first I've heard of anything like it. A quick Internet search shows something similar in Denver.
