Man should keep away from women who do not wear Burqah according to Islam because it leads to temptation. Islam nips all temptation in the bud.

Quoran does not teach it. Actually, there is no indication in the Quoran that a woman is to wear a burqa. The practice was introduced a lot later. It is not religion that much. It is more a matter of power and subordination.

May be 'qyian' teaches that but not The Quran.

Quran teaches both Men and Women should dress modestly

There is no such teaching. But sects may practise as such.
It must have provide some sort of identity for both the men and
the women.

Burqas are horrible things MAN has imposed this on women not God. It's another way Muslim men mistreat women.
