Many STDs can be spread throuh non-sexual means.
Case in point: herpes type-1 (HSV-1). About 60% of the population has this virus in the form of cold sores. They ususally get HSV-1 as children, by slobbering on toys, or from sloppy grandma kisses.
But if you have cold sores, you can transmit them to your partners genitals during unprotected oral sex (thus, sexually transmit the virus). That can result in genital herpes outbreaks.
Another example is Hepatitis B. You can get Hep B from your mother during the birthing process (this is the most common mode of transmission worldwide). Hep B is transmitted through blood and sexual fluids, so if you are a carrier and you have unprotected sex, you can give Hep B to someone else. Lucky for everyone, Hep B has a vaccine now.

If either of you have had contact with another person in a sexual way even without having sex it is still possible t spread stds

I think you can, believe it or not. They may have something that even they aren't aware of - like AIDS - or something; you don't necessarily have to have sex to have AIDS, it can be transferred from mother to child through breastfeeding. However, virgin or not, you SHOULD use a condom to prevent most STD's; not saying that you'll get it...if you and your boyfriend are true to each other, you shouldn't get any.
