PCSO duties,At the moment,although there are plans to increase their duties.
PCSOs are not police officers and do not perform the same duties. Schedule 4 of the Police Reform Act 2002 sets out the powers available to PCSOs:

Issue fixed penalty tickets for minor anti-social behaviour
Confiscate alcohol being consumed in designated public places
Confiscate tobacco from young people
Enter and search premises to save life and limb or prevent serious damage
Seize vehicles used to cause harm to other persons
remove abandoned vehicles
Carry out road checks in the company of a constable
enforce cordoned areas in the event of a suspected terrorist incident
Search bags and stop and search motor vehicles with a constable under the terrorism Act 2000
Require the name and address of a person acting in an anti-social manner
Detain a person for up to 30 minutes pending the arrival of a constable
Use reasonable force to detain a person under certain circumstances

In London YES.
They can stop and ask a person for their details if they have grounds to think the person may be up to no good. They will complete a form detailing the request and a copy is either handed to the person they have stopped or it can be obtained from the police station for up to 12 months after the date of completion.The request for ID is usually done to verify these details.

Chris and Hayley... of course police officers can ask for a name and address. It's called "stop and account" They dont have to consider reporting you, I think you're getting confused with the fact that you don't have to give the name and address if asked, but any person in the land has the power to ask someone their name and address.
And lets not forget Section 44 of the Terrorism Act 2002. For that you don't even have to have grounds to stop a person!

Community Support Officers are just that! The are officers that help support the community and the police department 'Is' part of that community! They have certain authorities to ask you questions and stop you and ask for your Identification! However, it is very rare that they would do so because normally they are there with direction from the police department only. Which means they were called in to a specific area by the police department to either watch, take statements or patrol with the purpose of collecting information only.
Although, I must admit that if they stopped and asked you or a friend or family member for their identification for no apparent reason, to you, they could have been there for specific reason for them. They are there mostly to observe, and at times, to patrol in a limited capacity, so if they were sent into that particular area they may have been looking for some person or people. They usually do not interfere unless directly ordered to by their superior officers.

Not in our area. They merely take reports and perform community functions. As far as seeing a crime in progress, they only report it to dispatch who in turn sends the officer.

However, looking deeper into your question, every person has the right to ask anyone anything they want. That does not mean that the person has to answer. Even police officers can do nothing to someone who refuses to stop and talk to them as long as that person is doing nothing wrong and the police have no probable cause to pursue them. In other words, it's not illegal to refuse to talk to the police unless the police have a specific reason to want to talk to you. If you then refuse, you can be arrested for obstruction of justice.

Don't think it's law in England to carry ID, but it soon will be, it's probably a sensible idea to carry some anyway. CSO's work in conjuction with ASBO teams and Police so they basically share the same powers. If a person has no ID they just radio through a person's check anyway.

EVEN Police officers don't have the power to ask for your name and address UNLESS they are considering reporting you for a summonsable offence.

So in an answer to your question, they don't.

If a PCSO wants to take your name and address for a summonsable offence and you fail to furnish details, then they will be able to detain you for 20 minutes in order for a police officer to arrest you.

But, why not give them your details? In my experience, people who dont want to give you their details are generally hiding something....!

They can ask.

As far as I know there is no law in the UK,that says that you need to carry I.D.
But if you are being awkward remember,the CSO can summon help
The Police can "hold" you until they are satisfied that you are whom you claim to be.
I personally would comply with the Policeman's request.

I learnt a long time ago,that it is not worth wasting your time antagonising the Police,
