First the foreign military forces need to get out of there, second a temporary governemnt need to be assembled from all different Iraqi parties, this government should hear all points of view and calm the crowd down in order to be able to make fair and honest elections. Then a permanent government need to be elected and little by little things will get better.
Iraq will be best governed by an Iraqi.

After large enrollments of ground forces wipe out the insurgency. But in order to do this correctly it would cost too much, so more than likely an on going civil war will slowly deplete the forces of terrorist warfare. Which in my guess will be about 12 years from now after the US is long gone.

The Iraqi people need time.
And some of the people here need to get a clue.
Iraq has had an elected Parliament for almost a year now.
In fact the people causing the violence are anti-democracy.
