make sure you are doing it for the right reasons and make sure you are ready for the consequences.
Make the letter as business as possible and not a letter that is trashing a fellow employee. If you just trash them I will go no further then you getting trouble.
Maybe, if you think about you might try writing an anonymous letter. Still, keep is all business.

well the best way to do it is not to whine and obviously compain. you need to pick 1-2 things and explain how this person's behavior is affecting your work.
u can't sit there and dog the person out. whatever u do, do not complain about this person to other coworkers. u don't want gossip going around which could make this situation worse.

Just tell the truth, facts and not fiction.
Be objective and do not slag him off as this will be seen as you having an Axe to grind.
