It can be either one of two,
1. You have a sensitive skin, so after you shave you get small red bumps which they go down after an hour or so, or
2. You have ingrown hair, which get big red and oozing. These ones don't go away that easily.
In either case go talk to a dermatologist as in most cases a cream could be enough.

It's a bit hard to tell given you haven't said how long after shaving these bumps occur.
Chances are you're getting some ingrown hairs or some sort of irritation from the razor. Try not to shave over the same area and make sure to use a sharp razor. You can get creams and stuff at the chemist/drugstore for ingrown hairs.
Chances are aftershave won't help - it might even irritate it further and cause the bumps to look redder!
If you're REALLY daring, book an appoinment at a beauty salon and get your beard waxed off! Shaving cuts the hair at the skins surface whilst waxing pulls the hair out from the root!
If you're worried, book an appointment with a dermatologist - a skin specialist - and ask them to take a look. They'll be able to give you an answer and some advice on skin products.

It has Been my experience that using a dull razor is extremely irritating in itself! I am a woman,razor burn was not a problem on my face!But in my bikini area!Try using a good quality Mach3 razor w/ 3-4 blades,always use HOT water,and minimal amounts of shaving cream! They contain fragrance & 10 other irritating ingrediants!I don;t use any sc at all!And use SLOW strokes! Shaving fast will add to it also!Afterwards I apply a product called Bikini Zone,And NEVER end up w/ razor burn!

it is ingrown hairs.
Although guys want a nice close shave, shaving too closely causes ingrown hairs.
Shave with the grain, instead of against. Use good hot water to soften the hairs (shaving after a hot shower or bath is best).
Switch to an electric shaver---won't shave as close, but also won't cause the ingrown hair problem.

It is like a form of razor burn that men get, usually black men. There is a product, I forget the name of it, that you can get at any drug store or walmart, its for black men, its in a little tin can, and Its specifically for that. I think its like a no shave cream that you apply. Either that or its a cream you use when you shave, anyways, I had a patient one time, (im a nurse) that had that problem all over his face and he used that stuff, it worked really well. Good luck.
