1. Differential ticketing systems by reserving 20% of the tickets for this category with 20% of the normal fare and of course the seats allocation also would follow based on this pattern.
2. Having shorter distance routes and covering states capitals, for e.g 400 kms and free pick up for these passengers at appointed locations
3. Incentives for those who travel more than 3 times in a year, this will take care of regular traffic
4. 5% of the total seats will have no reservation and meant for passengers who would avail the facility 8 hours before the flight or this will go to the wait listed passengers.
5. As the opeerations become regular increasing the percentage from 20% to 40% with another 20% having 40% of the fare again seat allocation to follow a particular pattern suiting the airline .

Handle it like a lottery and sell so many tickets for a seat on a certain flight ... and the winner is .... hopefully someone not on any "no fly" list.
