Your question should be written, "What can I do to improve my English?" The word 'English' always has a capital. That is because it refers not only to a language but also to a group of people and a nationality, the English people. When referring to yourself, always capitalize the word 'I'. The best way to improve your English is by speaking with people that knows the language. Of course a chat or messenger might help you but beware a lot of people uses a lot of abbreviations that will not help you. Try to read books in English and watch movies in English with the subtitles of your native language. For personal experience the best way to improve a language is by interacting with other people that knows the language completely so they can correct you at any moment and help you improve.

READ. READ. READ. The more you read English books, literature, magazines, the more it will improve your vocabulary. Do crosswords, etc. Then speak what you've learnt from reading. It will be difficult at first, but it will get better and you will becomemore comfortable as you proceed. get some English speaking friends and ask them to correct you when you make mistakes.

Read a lot of English books, get a dictionary to learn the meanings of the words and read a lot of English books.
It would help if you managed to get books on a subject that interested you or you would soon be bored.

"What SHOULD I do to improve my English" would be the correct way of phrasing that.
Answer: Practice. Read books. Listen to talk radio. Watch tv. Music. Etc.
