My dad has made his decision on buying a house in Hong Kong. We are just residents of Hong Kong and not a citizen of Hong Kong. Please tell me a good place without spending a lot of money on it. We can spend around HK$ 2.5 Million. My dad wants to be near Western HK island or Kowloon.

Why not have a look at some of the islands, you'll get a much better place on Lamma or Lantau for your money, and if you don't have to commute everyday, then the ferries are a fun trip.
I used to live in Tsuen Wan and ferried everyday to work on the new airport, I liked it, then I moved to Lamma and had a great place while I put up the third power station chimney, but every night I used to love going to Lan Kwai Fong and catching the last ferry back. it's no big deal.
Lamma used to be a great place so maybe have a look. It's got a great walk across the island from Yung Shue wan to Sok Kwu wan, where there are many seafood restos.
I had a great time in HK but then I'm going back to 1992/3
