I don't think it's a "double meaning". It just means that not all things that look attractive are good or valuable.

For example, cheap crystal glitters, but you really shouldn't try proposing to your girlfriend with that.

Hello There, All that glitters is not gold is really saying suppose you bought a real nice car because it had the perfect paint job and real sporty rims and looked really great you take it home and the next day it won't even start because its really a lemon you bought it because it looked good but the truth is it was not worth a dime because the motor was shot it well does this help take care.
