It literally means "to chew" (a verb in infinitive form).

However, in colloquial terms these days, the younger generation uses it regarding text messages, i.e., to chew someone's text message is to not reply to their text message.

In regular speech, it is used regarding food, i.e., to chew one's food "음식을 씹다".
