Say there's a draft, and the army needs more soldiers. Can you volunteer to join the navy?

No, they put you where they want you. They will also fill the empty slots with draftees, such as no one joins to be a photographer, well, besides Al Gore. The only way to guarantee where you go is to enlist and sign a contract. If you get drafted, there really is no telling where you will end up.

the draft is ONLY for Army personnel. you would have to volunteer for any of the other branches befotre your number came up to avoid being sent to the Army as a draftee.

Tha tbeing said, however.. the Air Force and Navy are currently over manned and are downsizing, so the chances of getting just to avoid the Draft is about zero.

No not once you have gotten the call. If you feel your chances are better or that you would enjoy one branch over another you may think about join first before you get drafted.

I am not against a draft but I think you will have plenty of time to decide.

No, if you waited to get drafted then no you can no longer choose. That is why when during a draft many guys elect to sign up before they get drafted so they can choose there service.

But a draft is very doubtful. The Pentagon is against a draft as they want to keep it an all volunteer force.

IF there's a draft, and that's a big IF, then no, you can't choose. You go to whichever branch of the service for which your number comes up.

Of course, if a draft is instituted, one could always enlist in the branch of their choice, before they get drafted.

No, but if you have a really low number just go join the navy anyway, then you avoid getting drafted.

Not usually, with the exception of Army and Marines {if the Marines need troops.} If not, it's off to the Army. In time of peril, the Air force , Navy and Coast guard generally have a waiting list.

If the draft is started you can plan on being a grunt for the Army. While they do try to fill slots with personel unless you have a special skill, i.e doctor, aircraft mech. and so you will be a grunt.
