It keep the tires warm and enhances the car's traction when the green flag drops. The tires are made to operate best a race speed, so when they are just following the pace car they can cool to less than optimal temperatures. Forcing them to corner increases the friction acting on the tire and generates heat. Well, that sounds good anyway, right?

The main reason they swerve from side to side is to clean them off. When the cars are running at speed for several laps. the tires heat up tremendously. When a caution comes out, they are now running at a slower speed and, at this speed, they pick up debris called 'marbles.' Marbles are pieces of the tire that wear off when they are racing. These marbles stick to the heated tire. The drivers swerve their cars from side to side to clean this debris off so that the rear tires don't spin on the restart.
