Next time she is staring at you, give her a smile.
Try chatting to her about whatever - for example, since today is Monday, ask her how her weekend was. That way you'll learn about her interests and more conversation will follow.
Then, after a few days of this, ask her if she would like to go out for lunch. Suggest a nice friendly place. (At my work, we have a large shopping mall next door packed with great places to eat and most people spend their lunch breaks there).
Let this progress for a while and take it from there.

Well, relationships at work typically do not work out well in the long run. It really creates an odd work place dynamic when you are together and it becomes uncomfortable if you break up on less than friendly terms. Whatever you decide, building the relationship at work is the wrong answer. You can start trying to get to know her by asking her to coffee or drinks after work, perhaps lunch. Something that is impromptu, doesn't involve planning or obligation. It's tough, but just introduce yourself before lunch/close of business and ask her. Either she'll be interested or she won't be. Provided you spark her interest and she says yes, focus on her. Ask her what she likes, what she thinks of the job, whatever. Without exception, every woman I have met (circumstances permitting) is happy to engage in conversation with a genuinely interested party.

She stares at you when she walks by and she thinks you do not notice she could be shy . sound like she may be interested in you if she trys to take climpes at you every now and then she could just be a bit shy . Why don't you say to her hey becky ( insert her name here hehe) What is it that you do in your department it looks kind of cool I may want to aplly some day in that department can you tell me abit about what you do and do you like it etc... talk to her about something she knows that usually breaks the ice of being awkward this will be her comfort zone as she is familiar with her work. also shows your interested in what she does. maybe she will get the hint and return the favour and ask you the same thing.. see how you fair with her if she looks to be a bit shy thats enough for today.. don't push it or you'll scare her away next day you go in and ask something else. the idea here is to get her comfortable with you little at a time.
If she's not shy forget everything above and zoom in hehe.

It means she also is interested but the oppurunity did not appear for her to express her emotions. You need to give her an excuse to talk to you, and u need to befriend her, and then see how things go from there. Good luck :-)

if shes staring at you shes prolly just checking you out or actually likes you. you should try to find something to talk about, like something in your office. then once u start talking about ANYTHING, go ahead and talk about other more personal things. then just go for there, start as friends, and be funny, and the more close you get then show her you like her in subtle ways!
