It is a refusal designation recommending withdrawal of the K-! application. Usually a p6c is issued when there is evidence that the family relationship was being fraudulently used to obtain a visa. For instance marriage to a US citizen that is based solely on the basis of obtaining a visa. here is a link that best explains what happened and what you can do.

That's sad, really. This is what our world is coming to. People need to get their butts off the computer for a while. I guess I'm one to talk, because I'm on mine a lot; nonetheless, I write things every day: I take handwritten notes in class, I write out essays and then type them (teachers don't accept handwritten essays these days), I write in a journal (NOT a blog). The world is trying to be more high-tech, and it's ruining itself.

Did you happen to lie to the Consular Officer or present false documents? Unless you can produce new information which drastically alters your circumstances, do not waste your money applying again.

Looks like a "quasi-refusal"
...A quasi-refusal (e.g., P6C, P6E, etc.)
