I assume you don't mean on an 11 year old girl.
But the reason that tight short clothing can be attractive is that it shows they are comfortable about their body and they are confidant. Confidence is attractive.
But it is only attractive if you have the body for it. And the female figure is beautiful.

I'll let you in on the male mind.
When a guy sees a woman in clothes, he invariably imagines what she would look like with no clothes. Some sort of hard wiring in our brains. We sum up every woman for how good she would bear children.
Obviously the less or tighter the clothes, the easier this task is. However civilized men don't want a woman that is too available or suggestive, you would only attract a jerk.

As girl's body is the most beautifully thing to see. And tight dress do make the body figure stand out.

Thats easy, guys like to see women in sexy clothes like that, because in their minds if its a short, tight anything it means she is a fun girl. Which translates into she is easy and would be great for a fling. That simple.

I hate it!!!!!!!! My 11 year old niece has a gramma who sent her home this summer in some dresses that made me want to scream. I threw them out. I don't think showing off her developing (very quickly yikes) body is good. i made her wear sports bras and shirts that covered her stomach and no underwear showing dresses. I bought her a lot of cute capris and other kinds of dresses that looked really cute. I let her wear spaghetti strap tank tops and stuff, but no little tight dresses on my baby girls!!!!!!!!!

It shows off their figure very well and doesn't leave much to the imagination.... However it does leave you begging to see more!!!!
