It does not, in fact, mean she is ovulating (during her period...she is ovulating once a month).
Every month, the uterus builds up a thick lining into which an egg will implant if it is fertilized.
If the egg is not fertilized, the unfertilized egg and the lining are expelled from the body in the form of a period.
This cycle repeats roughly every 28 days.

I think it is time for you to have a serious talk with your parents about this issue but also aren't you old enough to have already had a sex education class? When a girl is having her period it is her menstruation cycle which means she is ovulating and can possibly end up pregnant

it speaks all about it, but to make a summary, when girls are in certain age, their bodies start to ovulate every month: producing ovules that one day might become fertilized by sperm. The uterus then fills with blood that will protect the supposed baby .
If there is not fertilization, the blood from the uterus is released and this is what we know as menstruation.
