Well, read your book thoroughly, for starters. Figuring out what the teacher expects from you is another good place to start.
For vocabulary, make flash cards, and try to associate the Spanish words with an English (or Latin, if you're familiar) equivalent - this may involve expanding your English vocabulary.
Conjugations in Spanish just take practice. I haven't found a very good way to learn them except to just read them out loud and try to think like a Spanish-speaker. If you know someone who speaks Spanish, you could ask them to help you practice.
To 'better study' though, you should set a routine for yourself and stick to it. One hour a day of studying/doing homework for Spanish is an excellant way to build your skills.

Escucha la musica! Actually, if you can create a little "Spanish" atmosphere, and that includes listening to Spanish music before or after you do your homework, it helps your comprehension and there is a subliminal component as well. When you hear verbs, for example, used in a phrase in a song, they tend to stay with you longer than if you simply memorize them. Other than that, all you can do is make sure you have good study habits, keep up with your assignments, and (my favorite) try reading some of the Yahoo! answers on the Spanish section. You won't understand all of the questions and answers, but again, you will learn something from them and increasing familiarity helps.

Practice out loud and have your friends listen to you. My daughter used to substitute some Spanish words for English in her normal conversations and make the rest of us try to understand what she was saying. She also listens to the Spanish radio station.

some language software has help there too. My sister got one that had games on it, and it helped her learn the spanish words. I took German, but i know there was software that had on "go fish" but in German, that helped me learn the language better.
