Anyone can learn how to drive, but it's a question of how comfortable a person is driving. Let's face it, driving is dangerous. Theres a difference between being an offensive and a defensive driver. The trick is to remain a defensive driver. A defnsive driver is extremely comfortable with the vehicle they are driving, but is constantly aware of those around them.
If you are not comfortable driving, take it slow, take more lessons, if you dont know something, ask more questions. But never push yourself if you are uncomfortable. Becoming panicked on the road is a lot worse than realizing that you are not comfortable ahead of time.

too scared or really doesn't care about driving. The person has to put their energy and passion into it as the things they love if driving is important to them.
It's not that difficult. The rules are easy. Is it a learning disability?
My daughter failed her driving test the first time. She didn't care about driving as all of her friends drove her around. She passed the 2nd time and drove only an automatic. Then I bought her a car - with a stick-shift. I taught her to drive a stick shift in just 4 hours. Threw her in the fire by handing her my keys and said "Let's go".

there's probably nothing wrong it just takes some people longer than others to learn this ,and some people can just get behind a wheel and start driving it all depends on the person,but thers probably nothing wrong with them it may just take them longer i know a lot of people that didn't drive until they were a lot older,and there good drivers now,so it may just take some time,,good luck,

nothing might be wrong with a person who doesn't know how to drive, but unless they live in a place like new york city, public transportation can be a pain, especially when its winter time

well for practical purposes nothing. my friend is 22 and doesnt like to drive so he uses the light rail. but hes in san diego. the only thing i see bad is you cant go where you want.
