No, not at all. In the Catholic Church, marriage is a sacrament of commitment. In some countries like the USA, a religoius service like this is considered to be legally binding as well. In other countries, you have to have a civil service as well as a religious one (if that's what you want.)

For people who have been married legally but not religiously, you can have your marriage blessed in the Church, a convalidation ceremony. Pretty much, it looks just like a usual Catholic marriage ceremony, but it is already acknowledged that the couple is already a unit and now wishes to make it known before God as well.

If it is your intention to receive the Sacrament of Holy Matrimony - at any point - why are you bothering with a civil ceremony?

A civil ceremony, while binding in the eyes of political law, is not Spiritually binding. Since God's Law transcends earthly political law, the answer to your question is - the Catholic Church does not recognize any "unions" not cosecrated under the eyes of God. These include civil ceremonies.

Those who are "hitched" in civil ceremonies live in sin at least or until they are married by the Church.

Again, if you do intend to marry for real, why bother with the civil ceremony?

Marriage is one of the seven sacraments of the
Church. Sacraments must be administered by a priest of a bishop. If you are not married by a priest then you are not married in the eye of the Church and in the eyes of God. If you marry in a courthouse and live together as man and wife before marrying in the Church then you are committing the sin of premarital sex.

In France,which is predominantly a catholic country,you must marry in the Marie(Town Hall) for the marriage to be legal.
You can choose if you wish to have a church ceremony but it is not obligatory
