i am at a healthy weight.. so i cant really loose all that much. i can probably loose ten pounds and anything more will make me look scary/aneroxic.

Youre getting some horrible advice so far! No bun and thigh rollers please. Toning comes from the inside out. You cant tone what you have, you need to lose it. You can do miracles with a diet change(not a diet), and simple exercise that works whole muscle groups. Youve GOT! to be consistent. Start walking every night with some small dumbells. Drink tons(96 ounces+) of water. Eat veggies and lean protien(take it easy on fruit for now). Good luck.

lose overall weight by running. You can't lose weight on one specific body part. To lift your butt, there are a couple different exercises. Squats dont really target them even though most people think that. Instead, lay flat on your stomach and squeeze your butt while lifting you leg off the ground. do one leg at a time or both. You can also do "supermans" where you lay on your stomach and lift you legs and arms at the same time. this will work out your back, arms and shoulders too. Another variety of this is to rock up and down while in this position. Another exercise is to kneel on your hands and knees, doggie style, and lift your leg behing you up in the air, the higher the better. You can also do this in a standing position, like how they do it in ballet or dance classes. Stand straight up and lift your leg straight behind you and make sure to squeeze your butt and point your toes. Also, when your sitting or driving squeeze you butt many times.
Also, you need to learn how to pose. If you lean forward, arch your back a little and wear some heels, it'll make your butt look more lifted like in that other picture.
And no you wont have excess skin if you lose weight. Excess skin comes from dramatic weight loss.

There is no difference in "tone".
The picture on the right has less fat, exposing the muscle shape.
If you want that, you're going to have to both lose a lot of weight and work on building the underlying muscle.
The bad news is that you can't target weight loss, so it's going to have to be overall fitness for you...

I might not be the best person to answer you, because where I'm from that's considered to be a good thing. But I can recommend plie' (pronounced "plee-ay") squats. It's like the typical squat only done with the toes pointing outward. Remember to tighten your butt as you stand. Also, all around exercise and diet.
