legal system sucks....it depends on what the warrant is for...if it's a small town (they like the action and are always bored) and if you gave the cops a location of where he is at...

if the bond amount isnt high enough or the charge isnt severe enough for il to extradite from texas. is as if he doesnt even have a warrant. see if you can get his mailing address, turn that over to an authority. thats about all you can do.
