Think about it. If anybody dictated it, it would have been Jesus himself. To dictate, is the act of speaking and having another person write it down by some means. So if it was dictated, Christ would have spoken the sermon to a scribe. There is such a thing as an oral scribe who would memorize the words as they are spoken, usually there are more than one, afterwards they compare notes to make sure they got it straight before they write it down. Sorry but your question sounds a little bit like "who was buried in Grant's tomb?" The question would be better phrased "Who first wrote down the Sermon on the Mount?"

I really doubt that any type of scribe was present at the Sermon.

As it appeared in the Gospel of Matthew it may have been first written down by Matthew. But, there are some scholars who think that Matthew may have gotten the story from and earlier source "Q", now extinct (meaning nobody can find a copy of it, probably there aren't any copies left) Q is short for the German word Quelle which means source. Q is a hypothetical source, the idea of which was made up by Bible scholars to account for the similarities and differences in the Gospels. (long story) Also the Gospel of Thomas may have been used as a source for the Gospel of Matthew. 1

Consensus of scholars is that Christ spoke Aramaic and that these stories were retold for several decades before they were finally written down in Greek.

Oh, there is the idea of the Aramaic Gospel of Matthew. But this notion is not widely supported.

I don't know what you mean by dictated, but the Sermon on the Mount was given by Our Lord and Savior Jesus Christ.

Jesus of course but it was recorded by many even the Roman notaries
